Deciding on priorities in youth care: A systematic literature review

Abstract: Scarcity of resources is a well-known problem in many social services in modern welfare states. This is also the case in child protection, child welfare, child mental health and services for children with disabilities. This scarcity results in a continuing decision-making process about priorities at different levels. Professionals managing waiting lists constitute one of these levels. Although their decisions have a large impact on the accessibility of care, there is very little literature on their decision-making processes. This article gives the results of a systematic literature review on this topic. As opposed to the existing literature on health care, the dilemmatic character of the decision-making and its unavoidable requirement for the use of discretion seem to be out of sight in the selected literature. Further research is needed to reveal what is actually taking place in these decision-making processes.
