Unscrambling the toll road egg

Abstract: The aim of this article is to provide an overview of the economic problems of toll roads and to suggest solutions to those problems. The major difficulty to be confronted is that of ‘unscrambling the egg’, that is, of dealing with the complications created by past policy mistakes, which have been locked in through long-term toll road contracts.
