R&D and economic growth: How strong is the link?

Abstract: The present note examines the relationship between R&D outlays and economic growth in the OECD context and presents an argument, which confronted with data, cast doubts on the effectiveness of an innovation policy that attempts to improve aggregate productivity only based on increasing R&D intensity.
