On testing the scale sensitivity of poverty measures

Abstract: Past tests of the sensitivity of aggregate poverty measures to changes in equivalence scales can be very sensitive to the arbitrary choice of the pivotal reference demographics. It is recommended that future tests should use demographics typical of people living near the poverty line as their reference.
