Policy silences in Nordic-Arctic energy transitions: A topic-modelling study

Abstract:
•LDA of 643 policy documents uncovers six dominant energy-transition themes.•EU texts show 30 % lower topic entropy, indicating a narrower policy focus.•Justice, geopolitics and place terms occur in <1 % of all corpus tokens.•Silences recur across Global, EU and Arctic documents, creating governance blind spots.•Addressing these policy silences early can reduce consent delays and equity risks.
