Abstract:
•We conduct public financial management analysis of COVID-19 aid to health sectors.•The UK outperformed the other countries in allocative efficiency because of its unitary fiscal system.•The US and Canada lacked a systematic practice guideline for executing such aid.•We recommend a systematic practice guideline for allocating and auditing such aid.•We recommend a separate real-time accounting and reporting system for such aid.
