Prospects for changes in the regulation of international civil aviation

Abstract: Both the US National Commission to Ensure a Strong Competitive Airline Industry and the Comité des Sages established by the European Commission have made recommendations that may have considerable effects on the present regulatory regime for civil aviation. This article analyses the reasons why independent experts have recommended the development of a more liberal operating environment, despite the current difficulties facing the airline industry, and considers the arguments used to advise a modification of the foreign ownership limits.
