Infrastructure constraints and the EC

Abstract: The EC slot allocation Regulation largely endorsed existing procedures but made some changes designed to ensure the effective use of slots, and to allow modest new entry at congested airports. Among the issues for the review due in 1996 will be slot ownership and the extent to which a revised regulation should specifically aim to encourage competition. The Commission's proposals for liberalization of ground handling are ambitious in some ways but tentative in others. Entrenched views on both sides of the argument will make consensus difficult to find.
