A new approach to Airport User Charges

Abstract:
The Airport User Charges system has not changed significantly for many decades, and has been enshrined in documents such as ICAO 9082/4. Airlines are now developing new ways of thinking about these charges which may significantly change the relationship between airports and their customers. This paper describes the current situation and offers an outline of an alternative system which airlines and airports are currently examining.
