Finding the Cheapest Clean Power Options

Abstract: Speculation about why policies favor high-cost low-carbon generation options could fill a book. Vested interests? Lack of knowledge? Industry lobbying? Cost-plus regulatory mentality? Regardless of reasons, the data show that efficient generation that uses energy twice is largely ignored. While all other generation, both clean and dirty, receives large subsidies, energy recycling is ignored.
