Abstract:
State transmission infrastructure authorities offer a new tool for helping to overcome such obstacles to developing transmission as high capital investment requirements, uncertain cost allocation among multiple parties, and siting and permitting challenges. Yet to be determined is whether they can help stimulate large, multi-state regional transmission projects.
