Abstract: A holistic analysis is needed to answer the key questions regarding efficiency and equity. In addition, much more thought needs to be given as to whether the combination of these pricing mechanisms provides efficient price signals from a societal perspective or if the multitude of prices and products is undercutting efficient market signals.
