Selecting a Capital Structure for a Regulated Electric Utility: Some Issues and Directions

Abstract: The selection of a balanced capital structure plays a significant role in the ability of an electric utility to raise financial capital on reasonable terms. A framework is presented that demonstrates the importance of selecting an appropriate capital structure based on risk considerations for analyzing and evaluating the estimation of the cost of common equity for a regulated electric utility.
