Model assessment in the context of policy analysis

Abstract:
Model assessment grew into an industry with the advent of large, complex energy policy models. This paper places model-based analysis in the context of other forms of policy analysis and relates model assessment to the scientific method. Experiences with energy model assessment are described and recommendations for improving the assessment process are presented.
