Project scheduling with work packages

Abstract: The use of work breakdown structures and work packages as a method of disaggregation is a standard approach in many project management procedures. In this study we propose a mathematical programming framework for scheduling project activities with variable durations in a work package environment. The modeling approach has the flexibility to consider budgetary and other operational constraints, is useful in the planning/proposal stage of a project, and provides a systematic method for analyzing the impact of project and work package due dates on cost and budget performance. Post-optimality analysis information available in most mathematical programming software packages can be used to fine tune both bids and operational schedules. We provide several illustrative examples of the modeling approach and conclude with suggestions for future research.
