Judgmental measures for public project selection

Abstract: An empirical study is described in which the feasibility of employing multidimensional scaling to obtain perceived measures of public projects is investigated. Data concerning eight possible muncipal projects were gathered from city officials and citizens of Kingston, Canada. Response problems are identified and the limitations for implementing the methods are discussed.
