The efficiency of government spending on health: A comparison of different administrations in Nigeria

Abstract: This paper examines the efficiency of public funds allocated to human resource for health (HRH) during 6 government regimes in Nigeria over the period 1966–2014. The results suggest that this approach generates more accurate efficiency estimates than if efficiency was compared across countries. Furthermore, our results show that government spending on HRH in Nigeria has been mostly inefficient. The Nigerian government should therefore place more attention on the development of this vital health input. Our results also show that the measurement of efficiency provides a more accurate evaluation of the health polices implemented under the different government regimes.
