•The Tanzanian government built a wall around tanzanite mines to control smuggling.•Formalization in artisanal tanzanite production had negative impacts on production.•Formalization has prioritized revenue collection over other strategies.•Resource nationalist policies targeting large scale mining also affect artisanal mining.•The future of tanzanite production, and current prevalence of smuggling, is unclear.
