The transboundary ecological compensation construction based on pollution rights: Ways to keep the natural resources sustained

Abstract:
This paper constructed the ecological compensation system and calculated the total compensation of the Huaihe River Basin in China based on the watershed ecological compensation model. This compensation system reflects the value of the emission right and provides new perceptions for realizing the mutual development of the corresponding regions. It also helps to develop policies to keep the natural resources sustained. The results showed that Jiangsu province produces much more pollutant discharge and should compensate Anhui province for its drainage basin ecology. As a mid-stream administrative region, Anhui Province should receive ecological compensation from Henan Province, an upstream administrative region. The ecological compensation relationship among the subjects and the amount of compensation can be determined through the emissions trading system.
