•ASGM crosscuts multiple sectors needing integrated governance with its value chain.•Study finds ASGM governance is not truly decentralised across the different sectors.•Coherence between mining policy and other mining-sensitive policies is ‘partial’.•ASGM is facing limited intersectoral coordination and ineffective monitoring.•Governments need to establish cross-sectoral planning and implementation processes.
