Abstract:
The foreign energy advisors provide lessons learned in energy from five national case studies and California. The Recommendations and Conclusions show the Alternative Energy Systems that can be pursued practically on the local level. Public policy must be established and regulated by standards, protocols, actions, and rules including safety, health, welfare and economic development. For example, some countries have set "Renewable Portfolio Standards (RPS). In Germany, a broad "Green Electricity Strategy" became policy in 2004, with solar/photovoltaic policy and laws, and financial incentives for related industries.
