Rights, rivers and renewables: Lessons from hydropower conflict in Borneo on the role of cultural politics in energy planning for Small Island Developing States

Abstract: •Many small island economies are grappling with a resurgence of large-scale energy projects.•SIDS have a history of cultural and political marginalization of indigenous rights which influences planning.•We conduct a critical analysis of large-scale dam development in Borneo showing the role of cultural politics.•We situate energy planning as a new form of resource commodification highlighting the importance of indigenous representation.•This is critical to energy planning in SIDS where fragile ecosystems and communities are at risk of marginalization.
