•Rural areas in Georgia are systemically underserved by internet corporations.•Electric membership cooperatives have struggled with the state's charge to facilitate internet access in rural Georgia.•This paper analyzes the history of EMCs, current legislative activity, and broadband deployment strategies.•This paper uses a theoretical framework of multi-stakeholder processes and using ideology as proxy for deliberation.
