Comparing multi-criteria models for ranking the Performance of India's water supply utilities

Abstract:
Correct performance evaluation and ranking of water utilities involve several conflicting objectives. The solution to such problems can be obtained using multi-criteria decision-making (MCDM) techniques. However, the results of most of these methods are affected by the weights assigned to the criteria and the normalization process used in the development of the evaluation matrix. This study addressed these limitations by comparing two relatively new MCDM methods, MOOORA and MAIRCA, for ranking urban water utilities in India. Both methods were illustrated for ranking 20 urban water supply utilities in India based on 13 indicators.
