Abstract: This article highlights the typical problems experienced by the small island states of the South Pacific in negotiating access agreements with the major distant water fishing nations (DWFNs), notably the USA, Japan, South Korea and the USSR. The article is a post mortem of the Republic of Kiribati's experience with the DWFNs during the period from 1979 to 1986.
