Nova Scotian offshore groundfish fishermen: Effects of the enterprise allocation and the drive for quality

Abstract:
This article examines the impact of the enterprise allocation and associated management strategies on the working conditions of Nova Scotian offshore fishermen. Under this system, each company has an individual allocation for fish catches which they can harvest and process to their greatest advantage. This arrangement allows for a more 'rational' primary production because companies no longer compete at sea for total volumes of fish. We interviewed offshore fishermen, and government, company and union officials between 1985 and 1987. These data identified both positive and negative effects of the new allocation system.
