Individual transferable quotas: the New Zealand experience

Abstract: This article describes the New Zealand experience of individual transferable quotas (ITQs) since 1986. Documentation is detailed and the benefits of the ITQ system are listed. The report concludes that the ITQ system has been more successful than traditional fisheries management methods.
