Earth summit implementation: progress since Rio

Abstract: The paper reviews and assesses the major developments in post-Earth Summit implementation that have taken place in the years following the Rio conference, with an emphasis on changes in the area of oceans and coasts. Implementation progress is assessed through examination of changes in the following variables: level of awareness of sustainable development issues; creation or modification of institutions at international and national levels; money flows; UN practices; capacity building; and NGO involvement.
