Fisheries institutional reform in developing countries

Abstract: The paper examines institutional reform in fisheries. Key indicators/questions ask if the fisheries ministry: - is the effective owner of the national fish resources - is a responsible manager of the resources - has a good information base - can articulate a management policy for the fisheries - has a shared understanding of fisheries policy and the basis for the policy. Institutional reform is best achieved through autonomous or semi-autonomous agencies carrying out the main functions of the fisheries ministry, including fishery management. The ministry should concentrate on policy and development and develop a knowledge-based organisation that makes information productive and profitable.
