Towards risk-aware communications networking

Abstract: We promote introduction of risk-awareness in the design and operation of communications networks and services. This means explicit and systematic consideration of uncertainties related to improper behavior of the web of interdependent networks and the resulting consequences for individuals, companies and a society as a whole. Central activities are the recognition of events challenging dependability together with the assessment of their probabilities and impacts. While recognizing the complex technical, business and societal issues, we employ an overall risk framing approach containing risk assessment, response and monitoring. Our paradigm gathers topics that are currently dispersed in various fields of network activities. We review the current state of risk-related activities in networks, identify deficiencies and challenges, and suggest techniques, procedures, and metrics towards higher risk-awareness.
