Resource allocation for rapid post-earthquake recovery of substations based on resilience assessment

Abstract: Restoration of substations after an earthquake is a complex process that involves allocating spare parts, personnel, and other resources. An effective resource allocation scheme can significantly accelerate the power recovery process and enhance the seismic resilience of substations. This paper introduces the probability of spare parts being fully satisfied at one time as a key control indicator and presents an iterative configuration scheme for spare parts resources. Through this scheme, a potential mismatch between seismic performance improvement and economic cost was identified. Moreover, various combinations of spare parts delivery times, repair crew sizes, and economic costs were examined. A comprehensive analysis was conducted to evaluate their impact on substation seismic resilience. By employing logarithmic and Morgan-Mercer-Flodin models, we accurately forecasted changes in seismic resilience under different resource allocation strategies. In conclusion, this research provides valuable insights for designing balanced resource allocation schemes that ensure both functional effectiveness and economic efficiency in the rapid post-earthquake recovery of substations.
