Collaboration-based reliable optimal casualty evacuation network design for large-scale emergency preparedness

Abstract: Large-scale emergencies frequently result in numerous casualties that overwhelm the medical capabilities of healthcare systems. However, the uncertain surge in medical demand and limited availability of medical facilities pose a challenge to the casualty response network. This study considers a risk-averse collaborative casualty response network design problem for large-scale emergency preparedness. We have proposed a capacity-sharing policy between various medical facilities to overcome the undesirable results caused by long-distance transportation of casualties. To improve the reliability of the response network under uncertainty, we propose a risk-averse model to control the risk of capacity shortage and delay in transportation. The performance of the proposed model is evaluated using a numerical experiment based on the Wenchuan earthquake. The results show that the proposed method can significantly reduce the unmet cost of extreme scenarios and the risk of delay in transportation under uncertain medical requests.
