Improving estimates in P.B.I.B. designs

Abstract:
Consider t independent parameters and suppose that for each parameter there exist two independent estimates where the variances of the estimates differ from one parameter to another, a theorem is given showing how to improve on the available estimates when t > 5. A general method of applying the theorem to P.B.I.B. designs with two associate classes is established.
