Improvement of ANOVA estimators of variance components in block designs with random treatments

Abstract:
This paper concerns the problem of estimating variance components in the experiments with block designs with random treatments. In this paper we present conditions under which the nonnegative invariant quadratic estimator, presented as a multiple of a treatments sum of squares from the analysis of variance, dominates the ANOVA estimator of treatment variance in the sense that it has uniformly smaller mean squared error.
