Optimal block designs revisited: An approximate theory detour

Abstract: The paper reviews and merges optimality properties of block designs in the approximate theory and in the exact theory. Emphasis is on balanced incomplete block designs, although more general block designs are also treated. A correct version of an erroneous statement in Pukelsheim (1993) is given.
