Liberalization of the mobile telephony market in the Republic of Serbia

Abstract: This paper shows the process of the liberalization of the mobile telephony market in the Republic of Serbia, with emphasis placed on the positive effects of the process. Following a review of the liberalization of the telecommunications sector globally, in the European Union, and in southeast Europe, the basic legislative and regulatory framework for telecommunications in Serbia is shown. A detailed analysis of the macroeconomic, regulatory and technical aspects of the mobile telephony market in Serbia follows. Next, the paper shows that the introduction of sound competition leads to a simultaneous development of the economy of the entire state and the sector, while users are presented with greater quality of service and lower prices. This has been shown through an analysis of the linear dependence between economic development and the development of the mobile telephony market. Furthermore, this shows that liberalization is a prerequisite for the development of the mobile telephony market, influencing the entire economic development which in turn spurs additional development of the mobile network services.
