European telecommunications policy: A US view

Abstract:
A major debate on the future of European telecommunications policy is currently underway within the European Community. The European Commission is recommending sweeping changes that would open many telecommunications services and equipment to competition. This article examines the Commission's strategy to create a strong internal telecommunications market and outlines additional issues that the Commission will need to address as it begins to refine and implement a new EC telecommunications policy.
