Abstract:
In his article published in the March 1988 issue of Telecommunications Policy Professor Harvey Levin proposed that economic forces could be used to motivate an improvement in the management of the radio spectrum. David Withers responds here to this, claiming that Levin did not take into account a number of important issues. He explains how adding an economic dimension to the process could in fact further complicate the regulations, so making the necessary basic procedures even less acceptable.
