The RACE programme: The European route towards integrated broadband communications

Abstract:
It became obvious in the late 1970s that Europe's IT skills lagged behind those of the USA and Japan. The EC implemented a policy to promote continent- wide action to counter the decline of IT in Europe, and several programmes have now been launched to this end. RACE is driven by the objective of making cost-effective use of advanced IT to provide an optimal communication infrastructure for the social and economic activities of Europe. This paper discusses the RACE project from the earliest stage of defining its objectives, to the Main Programme and the impact of RACE.
