Abstract: By 1992, the European Community expects to have removed all barriers to trade in Europe, and to have created a single, integrated internal market. This comment describes the economic rationale for 1992, and assesses the impact on telecommunications. Questions are raised about the threats which 1992 may pose, especially to the less wealthy economies, to new and small manufacturers, and to users of telecommunications.
