The 1989 ITU plenipotentiary and the IFRB

Abstract: This article investigates some of the areas for concern that are likely to be raised at the 1989 ITU Plenipotentiary, and evaluates the possibility of their resulting in any drastic change in the IFRB's structure or functions. After a brief history of the IFRB the author addresses the issues raised in an article of 1964 advocating the elimination of the IFRB, whose author, John Gayer, was a member of the IFRB.
