Regulating the BT giant: 'Consultation' without information

Abstract:
In preparing for the first amendment of BT's licence in 1989, Oftel set out to make a thorough review of the fundamental principles of regulation and conducted a public consultation in parallel with confidential discussions with BT. The outcome gives grounds for fearing that Oftel is drifting into a cosy relationship with BT, which is not in the long-term interests of the customers.
