Abstract:
This article discusses specific dimensions of the issue of customer needs and quality of service, and provides insight into the possible service impact of deregulation on ratepayers. It suggests certain courses of action for industry participants to consider, which would alleviate some problems caused or magnified by deregulation and increased competition. It provides helpful information to users for dealing with regulators and industry firms, concerning their needs and quality requirements. Regulators may find this information useful for developing industry policy and standards.
