The Swedish road to liberalization

Abstract:
The recent Swedish parliamentary decision (June 1988) is described against the history of the country's telecommunications, which allows Sweden an unusally straightforward road to liberalization, starting from 'zero-based' legislation, and adding only the minimum of rules which might be needed to meet existing international obligations and national objectives.
