Doing business in Europe

Abstract: Until recently it seemed that economic forces and the policy objectives of the European Commission would combine to create uniform and reasonably liberal market conditions by 1992 for terminal manufacturers seeking to trade in Europe, although a number of details remained unclear. But uncertainty was greatly increased on 13 February 1990 when the Advocate General ruled that the Commission could not issue binding directives without the approval of the Council of Ministers and the European Parliament. Consequently, the author of this Comment argues, providers of competitive services must brace themselves to meet a broad range of regulatory environments and market opportunities.
