TDF issues: Hard choices for governments

Abstract: This paper identifies some of the more important issues raised by the growing use of 'international data services'. The author describes how telecommunications have become increasingly important in the resolution of many different issues, including the information gap, international networking, trade in services legal affairs. The author explains the urgency of establishing a forum in which representatives of both developing and industrialized countries can assess issues and requirements together. The paper stresses the need for definite action by the governments of developed countries in order to tackle these pressing problems.
