This is a summary and assessment of the UK government's consultative document, Competition and Choice: Telecommunications Policy for the 1990s. The government has requested comments by 14 January 1991. We have prepared this document to assist interested parties form their views. After an overview we present a factual summary of the government's proposals, and outstanding issues on which comments are invited, followed by a brief commentary assessing the proposals.
