Network competition and value-added services: What should follow ONP?

Abstract: The current policy of open network provision will be of significant benefit in facilitating the development of value-added services in the European Community. However, argues the author of this Comment, its effectiveness in achieving this objective will be enhanced if some degree of network competition is permitted.
