BT's price review and the rural areas

Abstract:
In June 1992 Sir Bryan Carsberg, Director General of the UK Office of Telecommunications, published proposals for the further regulation of BT's prices, and outlined policies for the licensing of new PTOs. The position of the rural areas was overlooked, however. Analysis points to the existence of large price discrimination against rural communities. In this Comment proposals are made that would avoid the massive costs caused by a planned revision of the national numbering system, would permit telephone number portability between PTOs, and would reduce the probability of overinvestment in rival communications networks.
