WARC-92: Setting the agenda for the future

Abstract:
The landmark decisions made by WARC-92 define the agenda for the future of international spectrum policy. Three directions spelled out at WARC-92 are particularly important. First, WARC-92 was a battlefront for a spectrum war between mobile and fixed radio services. Mobile services emerged as a distinct winner and are likely to dominate the future course of radio communication development. Second, WARC-92 is the first such conference in which commercial rather than governmental services dominated the issues addressed. Industry influence in this primarily governmental meeting was unpredecented. Third, WARC-92 set a precedent for regional bloc voting. While the approach was not first exercised at this conference, it is the first time that the European- Community-led bloc was able to assert predominant influence at a WARC.
